The Division of Juvenile Services has implemented a written policy mandating zero tolerance toward all forms of sexual abuse and sexual harassment and outlining the agency's approach to preventing, detecting, and responding to such conduct. The DOCR PREA Policy is available here (DOCR Policy 3C-4)

PREA requires incidents of sexual abuse and sexual harassment at the North Dakota Youth Correctional Center to be recorded in one of three categories: 1) Substantiated; 2) Unsubstantiated; or 3) Unfounded. Substantiated Allegation means an allegation that was investigated and determined to have occurred. Unsubstantiated Allegation means an allegation that was investigated and the investigation produced insufficient evidence to make a final determination as to whether or not the event occurred. Unfounded Allegation means an allegation that was investigated and determined not to have occurred.
