The ND DOCR administers grants and funding through federal and state funds for specific purposes. Specific grants administered by ND DOCR are subawarded to non-profit and government agencies that help crime victims, and to correctional facilities that run programs offering direct services to individuals currently incarcerated.

The North Dakota Department of Corrections and Rehabilitation is announcing a funding opportunity for a Correctional Facility Grant Program. The Performance Period is January 1, 2026 through December 31, 2026.

Eligible Applicants: Eligible applicants include county, regional, or tribal correctional facilities operating within the state of North Dakota.

Reimbursements
Subrecipients will use COSMOS to submit reimbursement requests. Reimbursement Requests are required to be submitted monthly and due on the 15th of the month. Receipts will be required for all expenses submitted and must include a note on the receipt indicating what portion is being claimed for the grant. The Reimbursement Request Template must accompany the monthly reimbursement with the receipts and timesheets (if requesting Personnel or Fringe).
If reimbursement is returned for missing items, scan the needed receipt or information and attach it separately to the same Reimbursement Request and resubmit.
Timesheets
Employee timesheets will be required if requesting Personnel or Fringe reimbursements. The employee's paystubs must also be included with the reimbursement. Below are timesheet templates that can be used. The timesheet must include:
- Employee Name, Title, Rate of Pay
- Employee Signature
- Supervisor's Signature (can be electronically signed)
Quarterly Performance Measurement Reporting
The quarterly performance measurement reporting demonstrates the value and specific benefits of the program. Subrecipients may be required to collect and report performance measures data that demonstrate how they are accomplishing the goals and objectives of the grant. This may be through a federal grant program website (federal grants) or an Excel spreadsheet template (state grants). This quarterly performance measurement report is then uploaded into COSMOS.

Grant Closeout Reporting
When the performance period ends, a Closeout Report will be submitted by the subgrantee into COSMOS. The subgrantee will complete questions and information related to the grant project in the Closeout Report. Download the template, complete, and upload to the Filing Cabinet when requested.
